HSE card

The HSE card is a mandatory ID for employees in the construction and cleaning industry in Norway. The card documents that your company meets the Norwegian requirements for work safety and employment conditions. 

Legal requirements and necessity

An HSE card ensures that the company complies with Norwegian legislation, as it serves as a form of documentation for employment conditions and safety information. Employees who do not have a valid HSE card may be excluded from working at the workplaces in question, and this may result in fines or reprimands for the company.

Validity and renewal

The HSE card has a validity period of up to 2 years and must be renewed when it expires. The renewal requires the company and employee information to be updated. To avoid issues with expired cards that may affect employee access to the workplace, renewal should be initiated well in advance.

Documentation and application requirements

To apply for an HSE card, the company must be registered in the Norwegian Entity Register and have a valid organization number. In addition, employees must present valid identification and employment contract. This ensures that all information about the company and employees is correct and complies with the requirements of Norwegian law.

  • Register your company in the Register of Legal Entities

    Before you can apply for HSE cards for your employees, the company must be registered in the Norwegian Enhetsregister and have a valid organization number. This is necessary for all foreign companies that want to operate legally in Norway.

  • Collecting the necessary documentation

    To ensure an effortless application process, it is important to collect the correct documentation for each employee. This includes valid ID, employment contract and, for employees without a Norwegian social security number, a D-number. The D-number serves as a temporary identification for foreign employees and is required in order to be issued an HSE card. The application for a D-number is made through the Norwegian Tax Administration and can take time, so it is important to apply in good time.

  • Apply for an HSE card

    With the company registered and all necessary documentation in place, you can apply for HSE cards for the relevant employees. The application can be submitted digitally and it's important to ensure all information is accurate as errors can extend processing time.

  • Waiting time for card issuance

    There is currently a 6-8 week waiting time for HSE cards to be issued. It's important to plan well in advance so that the cards are ready when employees start working in Norway. Delays in this process can affect project start, so applications should be submitted early.

  • Receiving and distributing HSE cards

    Once the HSE cards are received, they must be handed out to the relevant employees. Employees must always carry the card in the workplace as proof of their legal employment and security clearance. The card must be presented during inspections and checks.

  • Renewal of HSE card

    The HSE card is valid for up to 2 years and must be renewed when it expires. Make sure to keep track of expiration dates and apply for renewal well in advance to avoid work interruptions.

Currently, there is a waiting time of 6-8 weeks for the issuance of HSE cards. This waiting time can vary depending on how busy the issuing authorities are. It is recommended to apply as early as possible, especially if your company has an upcoming start-up in Norway. The waiting time can affect project planning and staffing if the cards are not received in time.
